ACTIVITY 8.1. FIRST COORDINATION MEETING IN ZHYTOMYR

Planned in the application form:

The co-ordinating meeting will take place on September 15-17, 2003 in Zhytomyr (UKR1) and be followed by the project presentation and project information activities for the next nine months.

It will be devoted to:

Project starting and its running during the next nine months.

Nomination of management group of the project.

Work plan of East–West, East–East and West–East mobility.

Organization of the overall quality control and monitoring scheme.

Purchase of project equipment.

Implemented:

Introduction of the consortium partners

Presentation of the consortium and delivering the information about the universities, included into the project consortium. The contact person from Sunderland University has been changed and the information from Sunderland will come as soon as new dean will take charge and appoint the contact person.


Presentation of the Project for representatives of the European University

Wider Objective: Perfection of higher education system of Ukraine on the basis of EU countries Universities’ experience and know-how.

Specific Objective: Elaboration of MBA program with concentration in Information Technology, corresponding to European standards, and its introduction into Ukrainian higher educational institutions from 2005/2006 Academic year

To keep all the financial documents in original and send it to the contractor upon request.

–„Convention for Staff Costs“ (between home university and „Service provider“; on hour basis)

–„Individual Grantholder Report for Travel and Costs of stay“ (for every mobility, staff and students)
incl. original flight ticket (incl. boarding pass), train ticket to the contact person of the home institution
(photocopy with stamp of the institution stays at the home institution, originals go to contractor)


Registering of the project.

All the documents for registering the project are prepared. The registering of the project planned to start in February-March 2004.

Project running and management. Implemented activities/


1. MBA&IT CURRICULUM AND SYLLABI OF COURSES ARE DEVELOPED

1.1 Creation of the working group, responsible for the development of curriculum and syllabi

Creation of the working group that responsible for the development of curriculum and syllabi during the first co-ordinating meeting. The group will comprise by 2 experts from the following: Zhytomir State Technological University (UKR1); Donetsk State Academy of Management (UKR2); EUROPEAN UNIVERSITY of Finance, Information Systems, Management and Business (UKR3); Zaporizhya State University (UKR4); by 1 expert from the following: Stuttgart University (EU1); Institut National des Telecommunications (EU2); University of Sunderland (EU3); Universidad Politйcnica de Catalunya (EU4); Higher School of Management of Legnica (CEU5), and chaired by the leading expert from UKR1.

1.3 Logistics and upgrading of technical facilities

Selection of premises, refurbishment to be funded from co-financing sources, working out a list of necessary technical equipment of project’s offices taking into account the specialization of each University.

Carrying out a tender. Equipment purchase, installation and putting into operation.


^ 6. DISSEMINATION AND SUSTAINABILITY

6.1 Project Web-site creation and further updates

Creation of the web site of the project and maintenance till the end of the project aiming at the dissemination of information about the activities within the project. Web site created by UKR1 and supported by project participants from UKR2, UKR3, UKR4 and CEU5.

6.4 Dissemination of the current information about the project in mass media and at the National and International Educational Exhibitions

Publishing of the information about the project in the local and national newspapers. Interviews on TV and Radio. Participation in Tempus Information Days and International Conferences.


^ 7. QUALITY CONTROL AND MONITORING

7.1 Internal university quality control and monitoring in Ukrainian partner Universities

Creation of the panels for institutional evaluation of the project activities implementation.


8. MANAGEMENT OF THE PROJECT

8.1 First coordination meeting in Zhytomyr

Day-to-day project coordination.


Activities planned to the end of the first project year

Purchasing and delivery of the equipment. Apportioned 60% of the total sum, planned for equipment, namely: 56 400 €


In the result of the tender on the equipment purchasing won Kyiv Joint Venture «Dialog», representing London firm “Dialogue STN”.

The three-side contract (Seller: London representative of the Joint Venture «Dialog»,

Buyer: Stuttgart University, Recipient: Zhytomyr State Technological University) is prepared and waiting for approval. This contract foresees direct delivery of the equipment to Zhytomyr, Donetsk, Kyiv, Zaporizzhya.

The contract is given to Prof. Ulli Arnold for consideration.


Set of equipment includes:

Distance Education center equipment (partly) – 30400 € for UKR1,

Publishing center (risograph + sorter) – 20000 € for UKR3;

2 sets of the office equipment for UKR2 and UKR4 – 6000 €

If the Contractor will approve the contract and make the transfer, the installment of the equipment will be done in December 2003 – January 2004.


Development of the tentative curriculum and syllabi by each Ukrainian University, sending to partner Universities by the end of January 2004.

Closing meeting of the working group in the first week of February 2004 in Donetsk

Aim: to consider the adjusted version of the curriculum and syllabi.

Purchasing the equipment

The procedure of the equipment purchasing will be done in two stages, corresponding to the project money transfer. To purchase the equipment it was provided the call for offers from companies selling the equipment described in the proposal application. There were a few propositions and tender committee including qualified engineers reviewed them and chose the offer met the requirements from technical and economical points. Tender procedure included the analysis of the equipment installed in the institutions and compatibility with the new equipment, analysis of the prices for equipment in the invoices given, certification of the companies and their list of services concerning shipping and installation of the equipment.

Creation of the working group for curriculum analysis.

As the selection criteria there were taken the competence of participants from consortium member universities in the activities incumbent to the university and ability to share the experience gained between the colleagues. It was taken into account the experience of the specialist in the field of subject investigated and ability to analyze the situation and to choose the appropriate direction for further development. Experience in projects between Western and Eastern European Countries. On the other hand it was a competence in English, creativity, good self-management, communication skills and ability to work in the group.

Changes in the original plan.


There are a few changes regarding the dates of the coordination meeting and visits of Ukrainian and Poland partners to EU Universities. They concern the problems connected with getting visa.

Additional visit of coordinator to contractor of the project took place in Stuttgart in October 9-12, 2003 to clear the situation with project financing and to specify the activities for the current period and for the next project year.

The contact person at Sunderland University has been changed.

Outcome 1. MBA&IT CURRICULUM AND SYLLABI OF COURSES ARE DEVELOPED.

The activity 1.2 for UKR3 and EU3 postponed because of changing the contact person at EU3. It will be implemented in the period of February-March 2004

To the activity 1.3 :  The list of the equipment and the procedure of the purchasing has been changed according to the real needs of the universities. For UKR3 is purchased the the sotware, risograph and Sorter for Publishing center. The sorter purchased insted of other units (scanner, PC, color laser printer) for the up-to-date needs of the publishing centre at UKR3.

To the activity 1.4 : The working group closing meeting in UKR2 has been postponed to March 2004 because of problems with getting visa to come to Ukraine. This time can be used to implement the visit of UKR3 to EU3.

Outcome 6. DISSEMINATION AND SUSTAINABILITY

To the activity 6.1 The web-site creation will be covered from the other costs instead of staff costs (misprint in the application form)

Outcome 7. QUALITY CONTROL AND MONITORING

To the activity 7.4 Exterior Advisory Group quality control and monitoring will include the external Expert. Prof. Chernyshenko Serhiy, Head of Department of Information Technologies at Dnipropetrovsk National University, Faculty of International Economis. Address: 3, Prov. Mobility for teachers and technical staff training is planned on October, 4-17, 2004. According to the flight information these dates could be shifted.

Coordination meeting in Barcelona will be held in October, 21-24, 2004.

Winter School in Kiev will be held in January, 17-23, 2005.

Coordination meeting in Evry will be held in February, 3-6, 2005. Such shift of dates gives the consortium member good opportunity to present the documents for the financial report.

Report on the first project year. Prof. Samotokin and Valentyn Yanchuk reported on the results of the activities implemented during the first project year, informing about the main results achieved.

^ Planning of the Winter and Summer schools.

Winter School in Kyiv will be held in the dates: January 17-23, 2005. Winter school participants will come to Kyiv. For UKR universities participants, the financing of the Winter School participation will be covered from the budget of the participating Ukrainian Universities. Two lecturers: one from Barcelona and one from Sunderland will come for lecturing within the period mentioned above. Lecturing will be for 5 days, 6 hours per day. Each lecturer will provide 15 hours of lectures. Lecturers are kindly asked to send the list of lectures to the hosting university – European University in Kyiv. Winter School participants will be given certificates.

^ Planning of the books preparing and publishing during the next project year.

Forming of the authors groups should be done before the meeting in Evry where they will be discussed. To managers: give the titles and their content to the end of January.

Expert visit will be combined wit the Winter School to let the Expert interviewing of the project participants and documents review.

1. Report on the activities implemented.

Prof. Samotokin and Valentyn Yanchuk informed the meeting participants about the last achievements of the project. Among the problems were mentioned some deviations from the original plan etc.

Deviation from the original plan are the following:

The remain of money planned for this activity will be spent in the time of the second transfer for the other equipment listed in the application form (activity 4.1).

One mobility from UKR2 to EU1 was not implemented because of the illness of the participant. The change proposed is to pass the saved amount of money and use it in the mobility in frames of activity 5.4 – students’ probation in EU Universities. UKR2 will have one more mobility of students and will send to EU. The amount of money correspond the sufficient level for mobility performing.

Taking into account the increased interest to Summer Schools within the project, one week Winter School in Zhytomyr will be held using the mobilities remained from activity 7.3. No additional financing will be asked.

To the activity 4.1 – selection of the premices has been done at the first stage of the project. The base unit for UKR1 has been purchased in January 2004. The rest of the units will be purchased within the second project transfer.

One saved mobility from outcome 2 will be used for activity 5.4 – students’ probation in EU Universities. UKR2 will have one more mobility of students and will send to EU Universities: 6 students instead of 5. The amount of money corresponds the sufficient level.

To the activity 6.1 The web-site creation will be covered from the staff costs: the tender on the web-site creation showed the cheapest and the most convenient proposal was from ZSTU, and the person proposed for the web-site creation is employed by Zhytomyr State Technological University

The activity 7.4 is moved to January 2005 to let the External expert visiting the Winter School and the coordinators will be also present for the controlling activities. Activity 7.2 prolonged because of the summer time and unavailability of the staff for control. The rest of the activities in 7.4 will be moved to July, to the time of the Summer Schools. This combination allows to better control the activities.

EU1-4 mobilities in the activities 7.3 Exterior Advisory group, quality control and monitoring were not implemented. But, these activities were combined with the coordination meetings and the correspondent reports were presented at the meetings. Not implemented mobilities will be transformed into the Winter School in Zhytomyr that planned to be held in the last project year in January.

The coordination meeting in Evry was shifted to February 2005 instead of January, because of risk of overlapping with Winter School in Kyiv. 8.2.1 Was moved from February to September, to the end of the project year to analyze the results achieved by the end of the project year and to check the financial availability for the second project year. No additional financing required.

8.3 Project manager from Stuttgart, Damir Budinscak attended the meeting to check the financial aspects of the project. Financing of his mobility was taken from the reallocation of the project budget of the first year.

8.5.1 Additional Coordination Meeting in Legnica organized to discuss the most urgent question on Students mobilities for training. The meeting will be combined with quality control and monitoring of the activities in Higher School of Management. Expenses for this mobility will be reallocated from the other activities and from the not implemented activities within the project.

2. Results of the Winter School in Kyiv, recommendation on the next Schools:

a. To start preparatory activities earlier;

b. Lectures are to be shorter and should have some workshops and roundtables with discussions;

c. To give some handouts to school participants for analysis;

d. To make more stress on teaching activities.

3. Planning for the next period of the project. Activities, budget.

Summer school will be held in Donetsk in July, 4-10, 2005; Coordination meeting in Sunderland October 27-30, 2005

4. Admission requirement on the students’ entry of the Master course.

Still under consideration. This topic will be detail discussed in the time of Summer School in Donetsk.

Second part of the meeting, 2PM:

1. Questions on books printing.

Books to be printed before the students training should be prepared for the printing. For the current stage, project administrator, Valenyn Yanchuk should check the availability of the English version of the books content and send it again to all the Ukrainian and EU project partner Universities for cross-checking.


2. Reporting documents handover, checking the documents.

Handover of the documents was supporting with checking the declared sums in the progress report. The reporting documents along with supporting financial documentation were given to the Contractor, prof. Ulli Arnold.


3. Discussing the plans of the project activities dissemination.

The implemented activities on dissemination were sufficient to highlight the project results. But, for the next stage it is worthy to put more stress on dissemination to the target group, i.e. to representatives of industries and businesses. Recommended to use the radio announcements of the MBA&IT program, publications in the local newspapers.


^ ACTIVITY 8.5 FIFTH COORDINATION MEETING IN SUNDERLAND

Fifth coordination meeting will be devoted to:

Beginning of the third project year and plan of project realization of the next ten months.

Checking whether Universities ready to train students of MBA&IT program.

Analysis of the list of students entered the Ukrainian and Poland partner Universities on MBA&IT program.

1. Report on the activities implemented. Achievements and problems.

Progress report is still under consideration. The following changes are not confirmed yet.

EU1-4 mobilities in the activities 7.3 Exterior Advisory group, quality control and monitoring were not implemented. But, these activities were combined with the coordination meetings and the correspondent reports were presented at the meetings. Not implemented mobilities will be transformed into the Winter School in Zhytomyr that planned to be held in the last project year in January.

8.5.1 Additional Coordination Meeting in Legnica organized to discuss the most urgent question on Students mobilities for training. The meeting will be combined with quality control and monitoring of the activities in Higher School of Management. Expenses for this mobility will be reallocated from the other activities and from the not implemented activities within the project.


2. Results of the Summer School in Donetsk, recommendation on the next Schools.


3. Planning for the next period of the project. Activities, budget. Planning of the Students’ Mobilities. Requirements to the master students coming to EU: good knowledge of English, readiness to work in the company, performing the certain work.

Discussion of the students accommodation, there is only 1200 EURO for the costs of stay available for each visitor. There should be found a possibility to accommodate them in a cheapest way. Daily they can have 40 EURO, where part of this sum will be a hotel payment and a part – daily meal.

One more question concerns the transfer of money for the cost of stay to EU universities to make them cashable for participants.

The last question concerns the possibility to accommodate more participants from UA in EU Universities. It is prescribed that 5 students will come to each EU University. Is it possible to increase this number of students? Will EU Universities be able to host them? Each UA University will display the amount of students willing to come on their own expenses to EU Universities.


4. Admission requirement on the students’ entry of the Master course. Reporting of the local coordinators on students’ admission.

Propositions on electronic simulators, books are still have not being made. EU partners promised to make the selection and propose the business games available on the market.

Second part of the meeting, 1PM:

1. Questions on books printing. Reporting what books are published, what are prepared for printing, each University should report for the readiness of the study materials.

2. Reporting documents handover, checking the documents. We had several mobilities in the project, especially EU-UA mobilities. It could be a good possibility to pass the document to keep them in Stuttgart before the final report preparing. UA participation has been financed from the own budget, so, it has no reflection in the budget.

3. Discussing the plans of the project activities dissemination. Further possibilities on the project results dissemination has to be discussed.

4. Collecting of the documents, questions on filling in the financial forms for the final report.

To discuss the procedure of the documents handover to be finished before the preparing the final report in August, 2006. Possible solution can be to bring all the documents on the final conference in Zhytomyr, perhaps the other meeting point could be the Summer School in Zaporizhya. This strategy should be discussed at the coordination meeting.


5. Propositions on further co-operation in the next Tempus projects to be submitted in December 2005.

It may be reasonable to already think about how we could continue our co-operation in future. Please take some time to consider interesting topics or possible projects for further submission in Tempus.


^ ACTIVITY 8.6 SIXTH COORDINATION MEETING IN ZHYTOMYR

Planned in the application form:

Sixth coordination meeting will be focused on:

Summarizing of the project results.

Project dissemination and sustainability.

Quality control and monitoring results.

Discussion of further co-operation between project partners universities.

Additionally on recommendation of EC we held one more coordination meeting in new EU member, Poland. The coordination meeting took place in Legnica in the period: March 28-April the 2nd, 2006
