According to the invitation of International Telecommunication Union (ITU) in cooperation with O.S. Popov Odessa national academy of telecommunications in O.S. Popov Odessa national academy of telecommunications ITU Workshop «New production technologies and distributions of programs of digital broadcast» was held on June 22-25, 2011.
The workshop objectives were to explore the technical parameters of current and future digital television systems, audio and multimedia broadcasting and related infrastructure, basic principles and characteristics of the main features of the latest television applications and systems.
During the workshop participants learned the basics and got skills on the following issues:
general characteristics and trends of digital television systems and television further development, audio and multimedia broadcasting of different levels;
standards and technologies for the production and distribution of high and ultra high-resolution television programs;
basic principles and technology of systems for surround stereoscopic television and multi-angle TV systems;
basic principles of new methods for television images compression;
television and sound broadcasting basic technology systems for the second-generation satellite, cable and terrestrial distribution media.
Program and content of ITU Centre of Exellence for CIS Countries Workshop were based on the experience of O.S. Popov Odessa national academy of telecommunications (O.S. Popov ONAT) gained during years of specialists training in digital broadcasting and other telecommunication technologies.
The preparation was based on the results of scientific research at national and international level, including development of a national regulatory framework for digital broadcasting, Ukraine's contribution to broadcasting technology global progress, scientific support for science and technology policy and international activities of the Administration of Communications of Ukraine in the broadcasting field.
Vadim Kaptur (Vice-rector for Science Issues, O.S. Popov ONAT) opened plenary session. During the plenary session also David Wood (EBU, Chairman of ITU-R Working Party P6C, Ph.D. (Engineering)) made a report about European experience of digital TV and multimedia broadcasting integration.
32 people participated in the Workshop, representing service providers and broadcasters, Administration of Communications that deal with digital television, audio and multimedia broadcasting for the following CIS countries: Azerbaijan, Moldova, Russia and Ukraine.
In general, during the Workshop experts from ITU, universities, research institutions presented 19 reports that considered the following issues:
New production and distribution technologies standardization and integration moving from analogue to digital broadcasting.
New effective technologies of TV and radio broadcasting programs recording and production.
Stereoscopic TV: current state of NGN systems development, standardization and implementation worldwide.
Broad screen and digital cinema systems.
New and perspective methods of TV images compression.
Standardization and realization of second generation digital terrestrial television broadcasting system (DVB-T2).
Second generation digital cable television broadcasting system (DVB-C2): effective solution for broadcasting signals distribution via HFC networks.
Satellite digital broadcasting technologies for TV and multimedia signals distribution.
New and perspective improved digital sound broadcasting network DRM+ and DAB+: standardization and implementation and aspects.
Current progress in digital multimedia broadcasting technologies.

During the workshop Seminar round tables were held where topical problems of new technologies of digital broadcasting programs production and distribution worldwide were considered. As a result of discussions held during the workshop, participants made following conclusions:
Approach to the digital TV broadcasting introduction should be based on the assumption that this process is connected with the rapid progress of broadcasting technology development, during which ideas about the desired level of broadcasting quality, the programs quantity broadcast in standard broadcast channel for a given level of image quality and sound, and the conditions of services planning, etc change. This process should take place involving all concerned government bodies, the bodies responsible for technical policy, industry and other broadcasting organizations working in the direction of digital TV broadcasting, scientific organizations and educational institutions, taking into account the worldwide and national experience.
Exchange of experience towards the introduction and deployment of the second generation digital television broadcasting networks, receiving and transmitting equipment production should be organized at national and international levels. The introduction of second generation systems should be carried out so as to not damage those who have already purchased and continue to use radios and first-generation consoles. That means that the during the transition broadcasting programs in the standards of two generations should be used, and new radios and consoles should be designed to receive signals systems of both generations. The introduction of second generation systems requires a decision at the state level, the establishment of the transitional period between the first and second generation, content and sequence of interventions, the deadline for the transition period.
The progress of technology and multimedia broadcasting integrated with interactive multimedia services should be taken into account, implementation of which will significantly expand the information environment with minimal radio frequency resources. The receivers must include an Internet connection and support a hybrid transmission. The user should be able to choose options for multimedia broadcasting.
Construction of digital broadcasting system should be based on serious researches and development projects on which should take science-based solutions in all phases of digital broadcasting. It should be borne in mind that management capabilities of single-frequency networks broadcast will reach the most efficient use of national frequency resources, including digital dividend implementation.
For successful implementation of digital broadcasting system and its components construction, technical operation and development government support ongoing activities requires to create, develop and maintain appropriate national regulatory framework and national system of technical standards, harmonized with European and global. The development of legislative framework and regulatory instruments should be the based on the primacy of national standards, first of all, terminology standards, harmonized with the international regulatory framework.
For the successful implementation of new digital broadcasting technologies necessary condition is to ensure an appropriate level of technical and content quality content. At the same time to ensure an adequate level of technical quality control and image/sound quality monitoring system in the communication path should be established, for this purpose metrological base should be formed.
Progressive experience should be noted in construction the software production technological environment based on high degree of automation, organization, archiving, program materials and access to them. It would be highly desirable to implement such systems in an automated assessment of the content technical quality and its categorization and the appropriate steps to protect the use of low-quality broadcasting program material.
With the introduction and subsequent development of digital broadcasting an important task is to use the fact that the introduction of new information and communication technologies leads to the revival and development of national electronic industry, which produces radio transmitting and reception equipment and associated metrology equipment, which could be one of the steps to lift the national economy .
State support should be organized for the training system for the construction, technical operation and development of digital broadcasting and television production. At the same time technical support of high educational institutions must be equipped by systems equipment models. Establishment and / or increasing cooperation between broadcasters and universities in the direction of training for digital broadcasting is required, which will allow the most efficient way to implement training of qualified personnel for the television and radio broadcasters and network operators for operating equipment.
To implement evidence-based decision leading to the digital broadcasting integration direct participation of representatives from leading universities, science, industry and broadcasting in the state bodies responsible for making these decisions should be organized. These representatives should develop proposals for the effective implementation of broadcast technology.
