RULES OF ADMISSION
TO THE STATE-OWNED HIGHER EDUCATION ESTABLISHMENT
Vadym Hetman
KYIV NATIONAL ECONOMICS UNIVERSITY


in Year 2011


The education activities in the State-owned Higher Education Establishment "Vadym Hetman Kyiv National Economic University" are exercised under Licence issued by the Ministry of Education and Science of Ukraine (Series AB No. 529547 dated 16 June 2010, valid until 1 July 2014).

The Admission Rules have been developed by the Admissions Committee of Vadym Hetman Kyiv National Economic University (hereinafter referred to as the "Admissions Committee") in accordance with the Conditions of Enrolment into Higher Education Establishments of Ukraine approved with Order of the Ministry of Education and Science of Ukraine No. 961 of 19 October 2010 and registered with the Ministry of Justice of Ukraine on 28 October 2010 under No. 999/18294.


1. General Provisions

    1. Vadym Hetman Kyiv National Economic University announces the enrolment for the training of specialists with the higher education in education and qualification levels and training areas (specialities) in accordance with the licence within the scope of the licence, including the separate structural unit (see Annex 1):

  • Crimean Institute of Economics of Vadym Hetman KNEU;

  • Kryvyi Rih Institute of Economics of Vadym Hetman KNEU;

and higher education establishments of accreditation levels I and II that belong to the structure (see Annex 1 and Annex 7):

- College of Economics of Vadym Hetman KNEU;

- Information Systems and Technologies College of Vadym Hetman KNEU;

- College of Economics and Management of Vadym Hetman KNEU;

- Simferopol College of Vadym Hetman KNEU;

- Kryvyi Rih College of Economics and Management of Vadym Hetman KNEU;

- Romny College of Vadym Hetman KNEU.

    1. Citizens of Ukraine, foreigners and stateless individuals legally resident within the territory of Ukraine, who have the appropriate education (education/qualification) level, and are willing to obtain higher education, shall be admitted to Vadym Hetman KNEU. Foreigners and stateless individuals residing in Ukraine permanently or granted refugee status in Ukraine shall be enrolled to the University in accordance with the procedure envisaged for citizens of Ukraine.

    2. The enrolment to all education and qualification levels in Vadym Hetman KNEU shall be competitive regardless of sources of funding.


^ 2. Requirements for the Education Level of Entrants

    1. Individuals with the completed general secondary education shall be enrolled for the obtainment of the education and qualification level of junior specialist or bachelor.

    2. Individuals with the basic general secondary education shall be enrolled for the obtainment of the education and qualification level of junior specialist with the simultaneous obtainment of the general secondary education (in higher education establishments of accreditation levels I and II within the structure of Vadym Hetman KNEU (see Annex 1 and Annex 7)).

    3. Individuals who have obtained the education and qualification level of bachelor shall be admitted for the obtainment of the education and qualification level of specialist (in Crimean Institute of Economics of Vadym Hetman KNEU and Kryvyi Rih Institute of Economics of Vadym Hetman KNEU (see Annex 1).

    4. Individuals who have obtained the education and qualification level of bachelor or specialist in the relevant speciality (training area) shall be admitted for the obtainment of the education and qualification level of master (see Annex 1). The enrolment for the training of specialists with the master education and qualification level on the basis of the obtained specialist education and qualification level shall be carried out at the expense of individuals (legal entities).

Individuals, whose speciality does not match the chosen speciality of the master education and qualification level, shall be admitted to the Master Training Centre of the University on conditions of the second higher education according to a separate set of rules.

    1. Vadym Hetman KNEU shall admit individuals, who have obtained the qualified worker education and qualification level, for the obtainment of the junior specialist education and qualification level on condition of the enrolment in the related speciality (in higher education establishments of accreditation levels I and II being a part of the Vadym Hetman KNEU, see Annex 2 and Annex 7) to the first year of study (with the reduced course duration) or the second year of study (with the regular course duration to vacant seats).

    2. Vadym Hetman KNEU shall admit individuals, who have obtained the junior specialist education and qualification level, for the obtainment of the bachelor education and qualification level on condition of the enrolment in the related training area (see Annex 3) to the first year of study (with the reduced course duration).

    3. Vadym Hetman KNEU shall admit students to senior years of study by way of transfer and reinstatement within the scope of vacant seats within the limits of the licensed number of seats in accordance with the Procedure of Transfer, Expulsion and Reinstatement of Students of Higher Education Establishments approved with Order of the Ministry of Education of Ukraine No. 245 of 15 July 1996. The licensed number of seats may only be exceeded in case of the reinstatement of individuals returning after the academic leave of absence.



^ 3. Financing of the Training of Specialists

3.1. The training of specialists in Vadym Hetman KNEU shall be financed:

at the expense of the state budget on the basis of state contracts;

at the expense of state targeted preferential long-term loans;

at the expense of individuals and legal entities.

3.2. A citizen of Ukraine may obtain higher education free of charge on a competitive basis, if he acquires a certain education and qualification level for the first time.

3.3. A citizen of Ukraine, who has lost the ability to perform service or official duties in line with the qualification obtained earlier due to the state of health as confirmed with opinions of the medical and social expert commission, shall have the right to obtain the higher education on a gratis basis in a second area (speciality).


^ 4. Time Frames for the Acceptance of Applications and Documents, Examinations, Competitive Selection and Enrolment for Study

4.1. The acceptance of applications and documents, the entrance examinations, the competitive selection, and the enrolment of entrants for study on the basis of the general and completed general secondary education shall take place within the following time frames:

^ 5. Procedure of Acceptance of Applications and Documents for the Entry into the Higher Education Establishment

5.1. Entrants shall submit the application for the enrolment in Vadym Hetman KNEU indicating the training area (in case of the enrolment for the obtainment of the education and qualification level of bachelor) or the speciality (in case of the enrolment for the obtainment of the education and qualification level of junior specialist, specialist or master), and the form of study in person.

An entrant may submit an application and documents to not more than five higher education establishments of Ukraine and to not more than three training areas (specialities) in each establishment. Each submission of the application and documents shall be acknowledged on the reverse side of the certificate and authenticated with the seal of the Admissions Committee.

5.2. On submitting the application, the entrant shall present the following in person:

a state-issued document confirming the education (education and qualification) level obtained earlier, on which the enrolment is based, and the supplement thereto;

the certificate (certificates) of the Ukrainian Education Quality Assessment Centre (for entrants on the basis of the completed general secondary education);

the 086-o medical certificate;

the passport of a citizen of Ukraine (the passport of a citizen of Ukraine for the travel abroad, the military card or the conscription card, the birth certificate — in case of individuals who are not in possession of a passport because of their age, or another document identifying the person and confirming the citizenship).

On request of the entrant, the Admissions (Selection) Committee shall authenticate the copy of a state-issued document confirming the education (education and qualification) level obtained earlier, on which the enrolment is based, and the supplement thereto, the certificate (certificates) issued by the Ukrainian Education Quality Assessment Centre, and other documents.

5.3. The entrant shall attach the following to the application:

the state-issued document confirming the education (education and qualification) level obtained earlier, on which the enrolment is based, and the supplement thereto (as original documents or copies at the entrant's discretion);

the certificate (certificates) of the Ukrainian Education Quality Assessment Centre (for entrants on the basis of the completed general secondary education) (as original documents or copies at the entrant's discretion);

the 086-o medical certificate or a copy thereof;

six coloured 3 x 4 cm photographs.

In case of the enrolment by way of transfer or reinstatement, an academic certificate confirming the non-completed higher education in the established form shall be attached.

5.4. Other documents or copies thereof shall be submitted by an entrant, if required in view of special conditions of the enrolment in certain training areas (specialities) imposed by the legislation within time frames prescribed for the acceptance of documents.

5.5. Entrants may submit certificates or duplicate certificates issued by the Ukrainian Education Quality Assessment Centre in years 2008 or 2009, or 2010, or 2011.

5.6. All document copies shall be authenticated to original documents by Admissions Committee of the higher education establishment, to which they are submitted, or in accordance with the procedure prescribed by the legislation (notarised).

5.7. Physically handicapped individuals (disabled people of groups I and II, disabled children) shall submit documents confirming their eligibility for sitting entrance examinations with Vadym Hetman KNEU.

5.8. Individuals, who have not taken part in the external independent evaluation in year 2011, shall submit documents confirming their eligibility for sitting entrance examinations only with Vadym Hetman KNEU:

citizens of Ukraine dismissed from the statutory military service in the year of enrolment in the higher education establishment;

rank, sergeant and non-commissioned officer servicemen undergoing the military service on a contractual basis in case of the enrolment in the extramural form of study;

individuals suffering from diseases listed in the list of diseases that can hamper the external independent evaluation of citizens approved by the Ministry of Education and Science of Ukraine and the Ministry of Health of Ukraine, for whom the Ukrainian Education Quality Assessment Centre is unable to ensure the external independent evaluation of the academic achievement.

5.9. The individuals, who have obtained completed general secondary education in year 2007 or earlier, shall submit documents confirming their eligibility for the participation in the competitive subjects as a result of the external independent evaluation or as a result of entrance examinations in competition disciplines with Vadym Hetman KNEU, at their discretion.

5.10. The citizens of Ukraine, who have obtained completed general secondary education abroad, shall submit documents confirming their eligibility for the participation in the competitive selection as a result of the external independent evaluation or as a result of entrance examinations in competition subjects with Vadym Hetman KNEU, at their discretion.

5.11. Entrants submitting a certificate with the scores in the specified subjects lower than the minimum score prescribed hereby (see Annex 4) shall not be enrolled.

5.12. The Admissions Committee shall check certificates of the Ukrainian Education Quality Assessment Centre for the conformity with the database of the said centre. The written confirmation of the lack of conformity of a certificate by the Ukrainian Education Quality Assessment Centre shall constitute the ground for the rejection from the competition and the enrolment for training (the annulment of the admission order).

5.13. The Admissions Committee shall review documents of the entrants and make decisions on the admission for the participation in the competitive selection for the enrolment for training in Vadym Hetman KNEU.

5.14. The fact of the familiarisation of an entrant with the Admission Rules, the available licence and the certificate of accreditation of the relevant training area (speciality), and the entrant's consent for the publication of results of the external independent evaluation (entrance examinations), and the availability of grounds for the entry outside the competitive selection shall be recorded in the application of the entrant and confirmed with his personal signature.

5.15. In the course of the enrolment of individuals for study for the obtainment of the education and qualification levels of specialist and master on the basis of the basic or completed higher education, who submit a document confirming the education and qualification level obtained abroad, the procedure of the nostrification of the education and qualification level document shall be obligatory and must be carried out by the Ministry of Education and Science of Ukraine in accordance with the established procedure. The nostrification of the said documents shall be carried out during the first year of studies.

5.16. The possibility and the procedure of the preliminary electronic registration of applications of entrants for the participation in the competitive selection and the subsequent submission of documents on paper shall be specified by regulatory documents and decisions of the Admissions Committee.


^ 6. Entrance Examinations and Competitive Selection

6.1. The scores stated in the certificate issued by the Ukrainian Education Quality Assessment Centre in subjects listed in the List of Competition Subjects in the certificate issued by the Ukrainian Education Quality Assessment Centre (entrance examinations) (see Annex 4) shall be used for the competitive selection of individuals enrolling in Vadym Hetman KNEU on the basis of the completed general secondary education for the obtainment of the junior specialist or bachelor education and qualification level. Annex 4 also specifies the relevant general education subjects and the minimum certificate score (or entrance examination score) in the relevant general education subjects, with which an entrant is admitted for the participation in the competitive selection for the enrolment.

6.2. The competitive selection score in case of the competitive selection of individuals enrolling on the basis of the completed general secondary education for the obtainment of the junior specialist or bachelor education and qualification level shall be calculated by means of the addition of the competition subject certificate (entrance examination) score, the average score stated in the document (supplement to the document) on the completed general secondary education, and the additional scores envisaged by these Rules. The average score of the document confirming the completed general secondary education shall be calculated on the 12-grade scale and rounded to tenth fraction of the score, and converted into the 200-grade scale using the mapping table provided as Annex 5. Grades from a document on the completed general education on the 5-grade score shall be taken into consideration as follows: "3" shall be equivalent to "6"; "4 shall be equivalent to "9" and "5" shall be equivalent to "12".

6.3. The scores stated in the certificate issued by the Ukrainian Education Quality Assessment Centre (entrance examination results) in two subjects listed in the List provided as Annex 4 shall be used for the competitive selection of individuals enrolling on the basis of the completed general secondary education for the obtainment of the junior specialist education and qualification level.

6.4. The scores stated of entrance examinations in two subjects listed in the List provided as Annex 4 shall be used for the competitive selection of individuals enrolling on the basis of the basic general secondary education for the obtainment of the junior specialist education and qualification level.

6.5. The competition score shall be calculated as the sum of entrance examinations scores, the average score of the document on the basic general secondary education, and the additional scores in cases specified herein for the purposes of the competitive selection of individuals enrolling on the basis of the basic general secondary education for the obtainment of the junior specialist education and qualification level. The average score of the basic secondary education document shall be calculated at the 12-grade scale and rounded to the tenth fraction of the score. Grades from a document on the base general education on the 5-level score shall be taken into consideration as follows: "3" shall be equivalent to "6"; "4 shall be equivalent to "9" and "5" shall be equivalent to "12".

6.6. Results of entrance examinations for entrants entering on the basis of the basic general secondary education shall be scored at the 12-grade scale.

6.7. Results of entrance examinations for entrants entering on the basis of the completed general secondary education shall be scored at the 100 to 200-grade scale.

6.8. The results of entrance examinations conducted on the basis of examination papers with 10 assignments compiled on the basis of the Speciality Entrance Examination Programmes for the Specialist Education and Qualification Level Enrolment approved by the Academic Council of the University shall be used for the competitive selection of individuals in case of the enrolment for the obtainment of the specialist education and qualification level.

Results of entrance examinations of entrants for the obtainment of the specialist education and qualification level shall be evaluated using the 0 to 100-grade scale. Entrants with the score of 50 or higher shall be permitted to enter the competitive selection.

Entrants shall sit two examinations for the enrolment in the International Economy speciality in Kryvyi Rih Economics Institute of Vadym Hetman KNEU: in a foreign language (English, German, French or Spanish) and a specialist examination in the speciality. Individuals with the score lower than 50 as a result of the first examination shall not be permitted to sit the next examination.

The enrolment for the obtainment of the specialist education and qualification level shall be carried out by way of the competition on the basis of the competition score separately in each speciality and form of study.

The entrance examinations shall be held according to the time schedule approved by the Admissions Committee of the University.

Assessment commissions, whose powers are to be specified in the Charter of the Admissions Committee of Vadym Hetman KNEU, shall be set up for holding entrance examinations in a speciality.

6.9. The results of entrance examinations conducted on the basis of examination papers with 10 assignments compiled on the basis of the Speciality and Foreign Language Entrance Examination Programmes for the Master Education and Qualification Level Enrolment approved by the Academic Council of the University shall be used for the competitive selection of individuals in case of the enrolment for the obtainment of the master education and qualification level.

Entrants shall sit two examinations for the enrolment in all specialities: in a foreign language (English, German, French or Spanish) and a specialist examination in the speciality.

Results of entrance examinations of entrants for the obtainment of the master education and qualification level shall be evaluated using the 0 to 100-grade scale. Only examination results with the score of 50 and higher shall be taken into consideration for the ascertainment of the sum of scores. Individuals with the score lower than 50 as a result of the first examination shall not be permitted to sit the next examination.

The enrolment for the obtainment of the master education and qualification level shall be carried out by way of the competition on the basis of the competition score separately in each speciality and form of study. In this case, the competition score shall be determined as a sum of scores obtained at speciality and foreign language examinations. The master programme shall be chosen after the enrolment for study on the basis of a separate application.

The entrance examinations shall be held according to the time schedule approved by the Admissions Committee.

Assessment commissions, whose powers are to be specified in the Charter of the Admissions Committee of Vadym Hetman KNEU, shall be set up for holding entrance examinations.

6.10. The results of entrance examinations conducted on the basis of examination papers with 10 assignments compiled on the basis of the Speciality Entrance Examination Programmes for Relevant Training Areas (Specialities) approved by the Academic Council of the University shall be used for the competitive selection of individuals in case of the enrolment for the obtainment of the junior specialist or bachelor education and qualification level under reduced-duration curricula. Programmes of entrance examinations for structural units shall be approved by the Chairman of the Admissions Committee.

Results of entrance examinations shall be evaluated at the 0 to 100-grade scale. Only individuals with the score of 40 or higher as a result of the entrance examination shall be permitted to take part in the competition.

The enrolment shall be carried out by way of the competition on the basis of the sum of competition scores separately in each speciality and form of study.

The entrance examinations shall be held according to the time schedule approved by the Admissions Committee of Vadym Hetman KNEU.

Assessment commissions, whose powers are to be specified in the Charter of the Admissions Committee of Vadym Hetman KNEU, shall be set up for holding specialist entrance examinations.

6.11. The enrolment into the external studies shall take place in accordance with the Policy of the Organisation of External Studies in Higher Education Establishments of Ukraine (as amended) approved with Order of the Ministry of Education of Ukraine No. 340 of 08 December 1995 and registered with the Ministry of Justice of Ukraine on 03 January 1996 under No. 1/1026, and Annex 6 hereto.

6.12. Individuals, who have failed to appear at entrance examinations on the time prescribed by the time schedule without good reasons; individuals, whose knowledge was evaluated with the score lower than the minimum prescribed hereby; and individuals, who have collected their documents after the document acceptance deadline, shall not be permitted to take part in the subsequent entrance examinations and the competitive selection.

6.13. Appeals against results of entrance examinations held by the University shall be reviewed by the Appeals Committee of Vadym Hetman KNEU (the appeals committee of the relevant structural unit).

The membership and the working procedures of the Appeals Committee shall be approved with an order of the Rector and announced before the commencement of the entrance examination. The Appeals Committee shall work during the period of entrance examinations. An appeal against results of the entrance examinations held by the University must be substantiated and received on the basis of a written application of the entrant by the Appeals Committee not later than on the next working day of the Admissions Committee after the announcement of the score in each subject. The appeal shall be reviewed at the meeting of the Appeals Committee not later than on the next working day after the submission thereof, as a rule, in the presence of the entrant.

The appeal shall be reviewed for the purposes of the ascertainment of the objectivity of the score and shall not result in the repeated sitting of the entrance examination.

6.14. For individuals not evaluated in the Ukrainian Language and Literature, the Admissions Committee may hold the entrance examination in the Russian Language subject to the entrant's consent. The examination result shall be graded at the 100 to 200-grade scale, and used in lieu of the certificate score in the Ukrainian Language and Literature.
