Report from coordination meeting held in Kyiv – European University and Zhytomyr – Zhytomyr State Technological University, November 12–16, 2003. Meeting Agenda: Introduction of the consortium partners Presentation of the Project for representatives of the European University Important Tempus Guidelines and rules to be followed. The contact person from Sunderland University has been changed and the information from Sunderland will come as soon as new dean will take charge and appoint the contact person. ^ Wider Objective: Perfection of higher education system of Ukraine on the basis of EU countries Universities’ experience and know-how. Specific Objective: Elaboration of MBA program with concentration in Information Technology, corresponding to European standards, and its introduction into Ukrainian higher educational institutions from 2005/2006 Academic year ^ 1. MBA&IT curriculum and syllabi of courses are developed 1.1 Creation of the working group, responsible for the development of curriculum and syllabi 1.2 Analysis of existent curriculum and syllabi for training of MBA&IT 1.3. Logistics and upgrading of technical facilities 1.4 Preparation of the MBA&IT curriculum and syllabi 1.5 Legalization of the MBA&IT curriculum and syllabi 1.6 Presentation of the new curriculum and syllabi for training MBA&IT at the national level 2. Ukrainian and Polish academic staff for teaching of MBA&IT and technical staff for hardware and software support of distance education are trained 2.1 Intensive English training course for academic and technical staff of Ukrainian universities, involved in mobility 2.2 Training of Academic staff of Ukrainian and Polish Universities at EU partner Universities 2.3 Training of technical staff of Ukrainian and Polish partner Universities involved in hardware and software support of distance education 2.4 Annual specialized schools in Ukrainian partner Universities 3. Management of the project 8.1. To keep all the financial documents in original and send it to the contractor upon request. Documentation: –„Convention for Staff Costs“ (between home university and „Service provider“; on hour basis) –„Individual Grantholder Report for Travel and Costs of stay“ (for every mobility, staff and students) incl. original flight ticket (incl. boarding pass), train ticket to the contact person of the home institution (photocopy with stamp of the institution stays at the home institution, originals go to contractor) Registering of the project. All the documents for registering the project are prepared. The registering of the project planned to start in February-March 2004. ^ 1. MBA&IT CURRICULUM AND SYLLABI OF COURSES ARE DEVELOPED 1.1 Creation of the working group, responsible for the development of curriculum and syllabi Creation of the working group that responsible for the development of curriculum and syllabi during the first co-ordinating meeting. The group will comprise by 2 experts from the following: Zhytomir State Technological University (UKR1); Donetsk State Academy of Management (UKR2); EUROPEAN UNIVERSITY of Finance, Information Systems, Management and Business (UKR3); Zaporizhya State University (UKR4); by 1 expert from the following: Stuttgart University (EU1); Institut National des Telecommunications (EU2); University of Sunderland (EU3); Universidad Politécnica de Catalunya (EU4); Higher School of Management of Legnica (CEU5), and chaired by the leading expert from UKR1. 1.3 Logistics and upgrading of technical facilities Selection of premises, refurbishment to be funded from co-financing sources, working out a list of necessary technical equipment of project’s offices taking into account the specialization of each University. Carrying out a tender. Equipment purchase, installation and putting into operation. ^ 6.1 Project Web-site creation and further updates Creation of the web site of the project and maintenance till the end of the project aiming at the dissemination of information about the activities within the project. Web site created by UKR1 and supported by project participants from UKR2, UKR3, UKR4 and CEU5. 6.4 Dissemination of the current information about the project in mass media and at the National and International Educational Exhibitions Publishing of the information about the project in the local and national newspapers. Interviews on TV and Radio. Participation in Tempus Information Days and International Conferences. 7. 7.1 Internal university quality control and monitoring in Ukrainian partner Universities Creation of the panels for institutional evaluation of the project activities implementation. 8. MANAGEMENT OF THE PROJECT 8.1 First coordination meeting in Zhytomyr 8.8 Project administrative support and purchase of the project equipment Project administrative support and purchase of the project equipment. 8.9 Running of the project Day-to-day project coordination. Activities planned to the end of the first project year Purchasing and delivery of the equipment. Apportioned 60% of the total sum, planned for equipment, namely: 56 400 € In the result of the tender on the equipment purchasing won Kyiv Joint Venture «Dialog», representing London firm “Dialogue STN”. The three-side contract (Seller: London representative of the Joint Venture «Dialog», Buyer: Stuttgart University, Recipient: Zhytomyr State Technological University) is prepared and waiting for approval. This contract foresees direct delivery of the equipment to Zhytomyr, Donetsk, Kyiv, Zaporizzhya. The contract is given to Prof. Ulli Arnold for consideration. Set of equipment includes: Distance Education center equipment (partly) – 30400 € for UKR1, Publishing center (risograph + sorter) – 20000 € for UKR3; 2 sets of the office equipment for UKR2 and UKR4 – 6000 € If the Contractor will approve the contract and make the transfer, the installment of the equipment will be done in December 2003 – January 2004. Development of the tentative curriculum and syllabi by each Ukrainian University, sending to partner Universities by the end of January 2004. The control of the project running:
UKR1 UKR2, UKR2 UKR3, UKR3 UKR4, UKR4 UKR1. The group of the external control - September 2004 г. Purchasing the equipment The procedure of the equipment purchasing will be done in two stages, corresponding to the project money transfer. To purchase the equipment it was provided the call for offers from companies selling the equipment described in the proposal application. There were a few propositions and tender committee including qualified engineers reviewed them and chose the offer met the requirements from technical and economical points. Tender procedure included the analysis of the equipment installed in the institutions and compatibility with the new equipment, analysis of the prices for equipment in the invoices given, certification of the companies and their list of services concerning shipping and installation of the equipment. ^ Creation of the working group for curriculum analysis. As the selection criteria there were taken the competence of participants from consortium member universities in the activities incumbent to the university and ability to share the experience gained between the colleagues. It was taken into account the experience of the specialist in the field of subject investigated and ability to analyze the situation and to choose the appropriate direction for further development. Experience in projects between Western and Eastern European Countries. They concern the problems connected with getting visa. Additional visit of coordinator to contractor of the project took place in Stuttgart in October 9-12, 2003 to clear the situation with project financing and to specify the activities for the current period and for the next project year. The contact person at Sunderland University has been changed. Outcome 1. MBA&IT CURRICULUM AND SYLLABI OF COURSES ARE DEVELOPED. The activity 1.2 for UKR3 and EU3 postponed because of changing the contact person at EU3. It will be implemented in the period of February-March 2004 To the activity 1.3 : The list of the equipment and the procedure of the purchasing has been changed according to the real needs of the universities. For UKR3 is purchased the the sotware, risograph and Sorter for Publishing center. The sorter purchased insted of other units (scanner, PC, color laser printer) for the up-to-date needs of the publishing centre at UKR3. To the activity 1.4 : The working group closing meeting in UKR2 has been postponed to March 2004 because of problems with getting visa to come to Ukraine. This time can be used to implement the visit of UKR3 to EU3. Outcome 6. DISSEMINATION AND SUSTAINABILITY To the activity 6.1 The web-site creation will be covered from the other costs instead of staff costs (misprint in the application form) Outcome 7. QUALITY CONTROL AND MONITORING To the activity 7.4 Exterior Advisory Group quality control and monitoring will include the external Expert. Prof. Chernyshenko Serhiy, Head of Department of Information Technologies at Dnipropetrovsk National University, Faculty of International Economis. Address: 3, Prov.
